Step 1: Does GPSR apply, or do you need something else?

GPSR works as a safety net — it applies to essentially all non-food consumer products, except where a sector-specific EU regulation already covers the same product and takes precedence. Getting this wrong means appointing the wrong type of EU representative.

GPSR has been in force since 13 December 2024. If you sell consumer products to EU consumers without a Responsible Person, this is not a future deadline — you are already non-compliant.

Step 2: The GPSR route

Compared to a regulation like MDR, GPSR involves fewer moving parts — most of the work is documentation the manufacturer prepares directly, plus one mandatory EU-based appointment.

Frequently Asked Questions

Do I need a GPSR Responsible Person if I already have an EU Authorized Representative under MDR or RED?

No, not for that same product. GPSR is a safety net for consumer products not covered by sector-specific legislation. If your product falls under MDR, IVDR, RED, the Machinery Regulation, Toy Safety, or PPE, the Authorized Representative required under that regulation covers your EU contact point obligation — you do not need a separate GPSR RP for that product. GPSR RP is for everything else.
