Who needs a REACH Only Representative?

A REACH Only Representative is needed by non-EU manufacturers, formulators or producers of articles who export to the EU when:

  • You manufacture chemical substances or mixtures imported into the EU in quantities of 1 tonne or more per year per substance
  • You produce articles that contain substances of very high concern (SVHC) above threshold concentrations
  • You want your EU importers to be treated as downstream users rather than importers, avoiding them having to register substances individually
  • Your EU customers ask for an ECHA registration number in Safety Data Sheets

Appointing a REACH Only Representative is optional in principle but often commercially necessary — EU importers unwilling to bear REACH registration costs will prefer suppliers who already have an OR in place.

What the REACH Only Representative does

  • Registers substances with ECHA in the EU, obtaining a REACH registration number
  • Prepares and maintains compliant Safety Data Sheets (SDS) under REACH and CLP Regulation
  • Takes on the regulatory obligations of the importer under REACH
  • Informs EU importers (downstream users) of the registration and provides registration numbers
  • Manages SVHC notifications and authorisation requirements
  • Maintains required substance information and communicates across the supply chain
  • Provides regulatory updates when REACH requirements change

  • Annual import volumes into the EU (tonnes per substance per year)
